CIF CPCS A61 Appointed Person (Lifting Operations)

This comprehensive five-day course is designed for those responsible for the planning and execution of lifting operations involving cranes and other lifting equipment. It is ideal for managers, supervisors, or appointed persons working in construction or related sectors who need to develop the knowledge and skills to safely plan lifting activities.

The programme includes four days of intensive classroom-based learning, followed by one full day of testing (theory and practical assessments). .

  • Course Duration:
    4 days of classroom and practical training, followed by 1 day of theory and practical assessment.

  • Legislative Coverage:
    The course incorporates both Irish and UK (British) legislation, making it suitable for companies with operations in Ireland, the UK, or both.

  • Theory Assessment:
    The written exam includes questions covering both Irish and British legislation to prepare learners for work in either jurisdiction.

  • Certification Options:
    Upon successful completion of the course, learners have two certification pathways depending on their location and career needs:

    • CPCS White Assured Card (Ireland): Valid for five years and recognised for work within the Republic of Ireland.

    • CPCS Red Card (UK): Learners intending to work in the UK can apply for this CSCS-affiliated card. This requires passing the MAPS touchscreen test.

    • CIF will provide details of regional MAPS test center’s for Irish-based candidates pursuing the Red Card.

  • Further Progression:

    • Those holding the Red CPCS Card (UK) will be encouraged to upgrade to the CPCS Blue Competence Card within two years, in line with UK industry standards.

  • Flexibility and Mobility:
    The dual-certification pathway supports both company and learner needs, offering flexibility for those currently working or planning to work in Ireland, the UK, or transitioning between both.

Construction Manager’s and Supervisors with a responsibility for lifting operations who have sufficient experience of the use of cranes to meet the requirements specified in Safe Use of Cranes. The position of an Appointed Person carries a great deal of responsibility and only suitable personnel should be selected for this role.

The aim of the course is to make candidates more aware of the Appointed Persons ‘responsibilities and how best to fulfill them in meeting compliance with Irish & British Regulations’.

  • Planning
  • Selection of cranes
  • Selection of lifting gear
  • Selection of personnel
  • Instruction and supervision
  • Consultation with other responsible bodies if necessary
  • Ensuring that adequate inspection and maintenance of lifting equipment has been carried out.
  • Ensuring that there is an effective procedure for reporting defects and incidents and taking any necessary corrective action.
  • Responsibility for the organisation, control and safety of the lifting operation.

In the event that a candidate does not successfully achieve either the practical assessment or the theoretical examination, an opportunity will be provided to resit the respective component.

  • The aim is to gain an in-depth understanding and ability to interpret duty charts
Crane terminology
  • understanding the language used in the industry
Documentation and certification for lifting equipment and lifting accessories
  • To understand the critical importance of crane documentation on 6 monthly, 12 monthly & lifting people.
Crane stability & Ground Conditions
  • The aim is to understand crane stability regarding ground conditions including ground pressure calculations, working near excavations, trenches. and temporary works.
Safe Load Indicators (SLI) and Safe Working Loads (SWL)
  • The aim is to gain an in depth understanding of the crane SLI and SWL
Lifting accessories
  • The aim is to understand all lifting accessories and be able to select the correct accessory specific to the job
Types of Accessories and Use
  • The aim is to understand the different types of accessories and what there capabilities are.
Slinging techniques
  • The aim is to gain an in depth knowledge of SWL of accessories & reductions in SWL
Down rating of Accessories
  • The aim is to understand mode factors, 2 leg and 4 leg
Sling Angles
  • The aim is to understand the max angles of use an pressure in legs and slings.
Wind Pressure Calculation
  • The aim is to have an in depth knowledge on the effects wind has on a load and how to interpret it into your calculations on your plan.
Communications
  • The aim is to understand the critical importance of hand signals, two way radio, crash radios-crane co-ordination.
Planning a lifting operation
  • The aim os to have an in depth knowledge on complete a lift plan including a risk assessment, method statement, toolbox talk and relevant drawings.
