The CIF in collaboration with Industry Training Services (ITS)  IPAF MEWP 1 Day Operator Training is a globally recognised course designed to help operators safely use Mobile Elevating Work Platforms (MEWPs) in line with industry regulations. Delivered in Dublin the course combines theory and practical assessment across categories including Scissor Lifts (3a) and Boom Lifts (3b). Delegates learn safe operating procedures, pre-use inspections, emergency actions, and fall protection requirements. Successful candidates receive an IPAF PAL Licence valid for 5 years via the ePAL app. Ideal for construction, industrial, facilities management, and utility sector personnel requiring certified MEWP operator training.

Upgrade your skills and operate Mobile Elevating Work Platforms (MEWPs) safely and confidently with our industry-leading IPAF MEWP Operator Training, delivered in Dublin and Northern Ireland (NI). This certified course prepares operators to use MEWPs correctly while meeting legal safety requirements and best practice standards.

Course Overview

Our IPAF operator training follows the globally recognised IPAF programme, developed by industry experts and certified by TUV to meet ISO 18878:2004. Delegates learn how to safely prepare, inspect and operate MEWPs across real-world work environments including construction, facilities management, utilities, warehousing and more.

Training is available to choose from the following IPAF categories:

  • Mobile Vertical Scissor Lift – 3a
  • Mobile Boom – 3b
  • Static Boom – 1b*
    • (Note: The 1b category requires additional e-learning and an additional fee)

This course is ideal for:

  • MEWP operators
  • Site staff required to operate scissor or boom lifts
  • Construction, industrial, FM and utility workers
  • Anyone needing to obtain their IPAF MEWP Operator Licence (PAL card)

Whether you’re new to powered access or refreshing your skills, this course ensures competence, confidence and compliance.

The aim of this IPAF-approved training is to equip MEWP operators with the practical skills and theoretical knowledge needed to:

  • Operate MEWPs safely
  • Prevent accidents and manage risk
  • Comply with legislative and site requirements
  • Understand safe operating procedures and emergency actions

Upon completion, delegates will be able to:

  • Operate the MEWP confidently, maneuvering and positioning the machine to perform tasks correctly and safely.
  • Carry out pre-use inspections and daily maintenance routines before operating any MEWP.
  • Recognise the correct and safe method of operating the MEWP, including emergency procedures, machine limitations and safe shutdown.
  • Learn the correct selection and use of fall prevention systems, including:
    • Harness standards
    • Anchorage points
    • Lanyards
    • Fall arrest equipment
    • Inspection requirements
  • Understand relevant legislation, manufacturer guidance and industry best practices.

Assessment Method

Training includes:

  • Classroom-based learning
  • Tutor demonstrations
  • Practical hands-on assessment
  • Written theory test

Certification

Successful candidates will receive:

  • A digital Powered Access Licence (PAL) via the IPAF ePAL app
  • Option to request a physical PAL card (additional cost)
  • Certification valid for 5 years

Your PAL card will include the categories you have successfully completed (1b, 3a and/or 3b).

The CIF can deliver this programme in-house  In terms of programme delivery, we offer flexible options, including virtual learning via Zoom or in-person classroom sessions at your premises, subject to criteria. Please get in touch to discuss your requirements and how we can best support your team’s training needs.

  • 10 working days’ notice will incur a 50% cancellation
  • 5 working days’ notice or less will incur a 100% cancellation fee. A ‘no show’ on the day also incurs a 100% cancellation fee.
  • Substitute delegates are permitted on all course
  • CIF charges an administration fee of €125 for delegate
  • CIF reserves the right to cancel course dates in the event of insufficient
